The same argument is used for gun control - the gun COULD be used to kill someone so we have to get rid of them.

Dangerously using a gun would be the same thing - do the crime, pay the fine. Besides, she was in labor - SPEEDING to the hospital - that cannot be a good thing for other citizens on the road at the same time - she simply needs to pay up and move on. Guilty as charged.
