Default Dual Quads Idle High

I removed my single 4 manifold off my 428 and installed a Blue Thunder MR dual quad with a new set of BJ-BK's from Carls. My problem is I can't get the thing to idle down below 1000rpm. I have all the stops backed off, including the secondary stops, and still the same. Seems to run rich also. I used to be able to get a steady 600rpm with the single 750. I can choke it out by covering any of the primarys or secondarys with a rag, so I do not beleive I have any vac leaks.

Anybody else have this problem??
