If they are un painted just use 3M maroon scotchbrite pads. Use 3M fine line tape to mask off the wheels so you get a nice clean line. Shoot a good coat of PPG DPLF epoxy primer, let dry for 1/2 hour then shoot 2 coats of enamel. The PPG DCC Concept enamel is a single stage paint with a very high gloss, no need to clear. I polished the aluminum edge of the rims before I painted the wheels. I started with 220 grit , then 400, 600 800, 1000, 1500. then buff with rouge buffung compound and finish with white rouge. Polishing aluminum is very dirty work. That is why I recomend polishing before painting. If you slip with the buffing wheel there goes the paint.
