I believe the test is supposed to be done at peak torque for that particular motor. 3000RPM just happens to be around that mark but mine was actually tested by the engineer at 3800RPM.
That pic in Bernie posted is actually the results on my old Pursuit Ute. It had an after market system on it but was still pretty quiet. My noise meter has a max hold function on it which lets you set up the meter and jump in the car, rev it up to what ever RPM and then go back and see what the result was. I think that 89.2dB @ 1 meter was at about 3500 RMP from memory (Still legal levels).
