Like Clois said, you have to work the handle a few times or somehow actuate the e-brake lever on the caliper itself. I went to the lever on the caliper and actuated it several times using a wrench as a lever. (Too much spring to do it without leverage of some sort). That action moved the calipers in and the brake pads closer to the disc. Having said all of this I still don't get great holding power either. I have a Lokar handle also and think an e-brake lever with more leverage would pull the cable tighter and hold the brake better. I'm going with what I have though. I just pull Real Hard!
