Sounds like it's the luck of the draw on the number. I have a vin plate with an assigned number attached to the crossmember of the frame right next to the stamped chasis number from SPF.
A couple of the guys on here with CSX cars were saying that the DMV was accepting the CSX# as an official VIN# and I assumed it was because at one time it was, but it sounds like the number from SPF might qualify as well.
