The SB100 process requires, in theory, a CHP visit, a smog inspection and a brake and light check. With the CHP officer writing SPNS and 0000, the DMV computers may pick up a contradiction in the titling info (from 4 months ago) that could cause you some issues down the road. Just speculating, I doubt anyone could give you a definitive answer.
