I believe all Edelbrock heads require a little bit of work to allow the oil to drain back a little faster. It really isn't much work to do and doesn't require overly specialized tools.

HS is high quality stuff -- and yes, I would restrict the flow to the top. But remember, the most important part of your oiling system is your oil pan. If you run an OEM pan with a HV pump on your build you're risking the life of your engine. Here's a nice shot of the HS setup.
