Most of my photos have been there for some time and you used to be allowed to upload images of any size. It's only recently that they have put size restrictions on uploads, I guess that we were chewing up their disk space too quickly.
FYI, the easiest way to reduce the size of images is to open them with an editor such as Google Picassa (free) or Microsoft Office Picture Manager, both have functions to reduce an image file to whatever size you want.
