Default VIN/FFR Number and Insurance

I searched the forum and did not find an answer.

I have two insurance companies setup. I plan to use Progressive because my other car is with them but State Farm gave a good quote also.

Here is my problem

They don’t insure until I have a VIN
I need insurance to get the VIN

From reading the threads the FFR MSO number is not the same as the AZ VIN

Can I just tell the Insurance company the VIN is the MSO number, and then call back after the VIN is issued and give them the real VIN?

I just moved back here from VA. They did check my insurance coverage when getting AZ plates on my other cars. I had also read in a thread that they don’t check your insurance card., I don’t think I can count on this


Any thoughts / suggestions?. I still have a few weeks until my car is finished and gets to AZ
