Depends on the engine. FE blocks will be date stamped somewhere in the 60's; since none have been made since then. Small blocks generally will be newer, because newer blocks are easier to find in good condition.
Check the wording in your state law. Here in CO, the wording is "the year the engine represents". Even though I have a brand new Dart block, the engine represents a '65. So it would get smogged as a '65. So read the law carefully, and discuss it with a state smog inspector.
