The pulley wont tell you if its internally or externally balanced or if its a 428. All FE's have neutral balanced balancers.

The difference between those two balancers pictured is pre-67 and 68+. Early versions had an integral pulley, but they are interchangable.

If you can see the flexplate (flywheel) that should tell you if its a 428, assuming its the correct one for the motor, or if you can pull the pan. It will have a distinct counterweight on the flywheel on one side.

Only other option is to measure stroke through the spark plug hole
