Default Flywheel rubbing against block plate.

My flywheel (McLeod- 157 tooth, 28 oz) is contacting the block plate (Lakewood plate, late '70s 302 block). I installed the flywheel hand tight, turned the crank and can hear the flywheel rubbing.. Will the installation of the bellhousing take care of this problem or do I have to get the plate completely flush with the block before going forward? Also, ARP says to use 30 wt. oil on the flywheel bolts and torque to 80 ft-lbs. I thought I should use blue loctite. What do you guys use on the bolts? Thanks.
