What a joke. That is just our politicians trying to look "tough on
oil" companies. Its even worse than the "windfall profits" tax the house & Senate have talked about.
The gas crisis of 1974 really did not affect me. I live on a peninsula and there "was" a gas station (now closed). Not that may people knew there was a gas station there. When I left for work or on the way home, I would always get the max amount I could. Longest line was probably 4 or 5 cars.
But as soon as I drove off the peninsula, the gas lines were 25 to 50 cars long.

Oh, and I was driving my Olds 442 at that time (daily driver). Drank gas faster than my Cobra!
