I think someone is giving you the run around. I bought my cobra from Elizabethtown, Kentucky. When I got home, all I had to do was have it inspected, to make sure the serial numbers matched, and a couple of other things. It didn't have to go to the HP office. Took it to my local Chevy dealer, he filled out the paperwork, and I took it to the title office. As far as I know, any car dealer can fill out the paper work. This vehicle is already titled and registered, it's not like it's a new construction. It would be the same as getting any car titled in the new state you move too. I'd get current plates first, before trying for collector plates.
