it would seem to me that the circumstances of having someone suddenly slam on the brakes in front of you (Stewart) and having to take evasive action, is far different than approaching an accident scene at speed and then suddenly realizing traffic has been slowed and then slamming on her brakes and hitting several cars as well as first responder vehicles. We are all at risk for a car in front of us suddenly changing speed, however, if you cruise through an accident scene ignoring the obvious, you should be held accountable.
