Indeed many good men were misled by Bush and his cronies, Colin Powell among them. I DO believe that Mr. Powell was sincere when he pushed for the war and the search for WMD's. But he was sincerely mistaken, he was fooled by his superiors. I think Bush's motivation to start the war was based on his own flawed thinking, he may well have fooled himself! Certainly he fooled many of those around him. He was/is a 'fanatic' in that regard and now seeks to justify his mistake.
I DO think the administration thought we would be seen as 'liberators' and were shocked when it didn't unfold that way. It was a rush to put down a bad guy and every means possible to make that happen was used, including bold lies.
