Your state may attach their own assigned VIN number and put it where they want it. That's what happened to my brothers car when they inspected it.
My Hurricane has the factory assigned chassis number riveted to the frame just above the rear wheel. I'll find out when I go for inspection if they let me use that as the my VIN number or not.
IMO, the best place to have your VIN number is on the passengers footbox as per original. However, your state may/may not like it there.
