Hey Greg,
The low beams and high beams each have their own circuit but have a common ground. That being said if the hi works but the low does not then the ground is good. You need to check for either a bad connector at the bulb or a broken wire or a bad splice.

One wire goes forward and is spliced from one side to the other. That splice is in question or the wire itself has been damaged. Check for voltage at the headlight and follow wire back until you find the problem. I say this because you already replaced the bulb and am sure you used a good replacement bulb.
