Default Leaking Cable

Hi Gang,
I noticed that I have a small drip coming from a cable in the driver's side of the tranny nose cone (Just below the shifter)

I think this is the speedo cable but not sure.

I saw a 3/8 bolt that tightened a clamp to hold the cable in. Tightened it but it had more to go.

My gut feeling is that it shouldn't be tightened too much therefore these questions:

***How tight can the clamp (Bolt) be torqued?

***If the drip doesn't stop, is there an o-ring or something that can be replaced?

***If so, any tricks I should know when fixing it?

***If this has been covered before, any idea where that info resides? (I tried several topics in search without much success)
