Default gas pedal adjustment

I recently noticed that there seemed to be excessive play in my gas pedal and when i checked, pressing the pedal to the floor (engine off) did not result in full carb throttle movement as well as the pedal moving back and forth.
I found that bolt holding the gas pedal on was loose and tightened it back down. This seemed to fix the excessive play issue.
A couple of questions though...
Should the pedal to the floor result in maximum carb throttle (WOT)?
And if so, and I dont seem to have that, what adjustments are there to achieve that? Changing the rods under the hood connected to the throttle? Or is there another adjustment at the gas pedal end?
