As you can see, Doug left mine on. There shouldn't be a lot of oil in there, but there should be some. From page 50 of the ERA manual:

Put 1 or 2 drops of oil in the lower bearing of the armature
housing. Excess oil will contaminate the brushes later on.
Now it's possible that the modifications that Doug does to the Wiper Motor require that little cap -- you can see from the manual that the wiper motor assembly is no simple issue. Bob should be able to get you an answer pretty quickly on what that little cap does.
