A somewhat modern wheel balancer will give choices where to install the weights and speed balance. I have clip on weights on the inner rim lip and stick on weights on the inside of the rim just behind the spokes. They stay on fine and no shaking.
After mounting the tires the road force should be checked before balancing. This will find the heavy part of the tire and see if its in spec. If not, the tire can be spun on the rim and rechecked. This makes a big difference, especially the huge rear tires.
