Default CA Registration

New member here, been lurking for a while.
I've got the Cobra bug bad and been doing quite alot of research, most of which here.
I'm a bit wary of the California registration process. I've read many, many pages of posts but I have a few questions left unanswered:
1) Will a new SB Roush (327or 408) pass CA emissions or not? Does FI make a difference?
2) What if I buy a Cobra now and want to wait for an SB-100? Do I get a temporary registration?
3) WHAT IF I DON'T GET ONE OF THE 500?!
There's always a low mileage beauty with SB-100 for sale in CA, so maybe that's my best bet.
4) Does the SB-100 stay for the life of the car? Does change of ownership affect SB-100?
These answers would be greatly appreciated.
