To answer some of your questions.
1. If you built a car this year it would have to meet this years emission standards regardless of what engine you use, unless you get a SB-100 number.
2. You can buy one now and depending on the DMV you go to, they will normally issue a temp permit or maybe more than one if it takes you that long until the next round of SB-100 numbers become available.
3. The SB-100 goes with the car. When I bought my Coupe that was what I waited as I didn't want to go through the mess of trying to get one of the few numbers available. And if you sell the car later the SB-100 number goes with it to the new owner.
