The BAR tech whose presence I was graced with
was quite adamant that his procedure manual stated that it had to be placed at a particular spot on the firewall so that it was readily accessible and visible. Obviously, based on other posts here, some BAR officials don't take their jobs too literally and understand that some cars deserve a little more discretion with regard to
exact placement.
