If you have all of the documents (MSO and receipts) and you complete all of the DMV forms, you should take a shot at getting your SB100 number.
You can't drive the car without a TOP. My thinking was that since there are number of things to take care of (CHP visit, brake/safety check) once you take delviery of your car, you can finesse enough TOPs to keep you going during the summer and fall.
It's the craziest thing, those CHP visits are hard to get, they get cancelled and pushed out due to business travel, and oh yeah...I needed need to go to the BAR because I'm trying to my engine to pass smog.
