I don't think it should be the first car period. I understand allowing something to get back on the lead lap since they took away racing back to the caution, but don't give it to someone. I say if you are within x seconds of the leader, then you get a lap back. If there are 3 cars in that distance, then all 3 get it back. An exception would be made for the first lap after a restart and at tracks where the restricter plate is used. Only the 1st car would get it as there is a lot of cars within that x number of seconds and always will be. If x seconds is 3 seconds, and the car 3 laps down is 2 seconds behind the leader on the track and the first car 1 lap down is 4 seconds, then the only car getting a lap is the one 3 laps down. Basically you have to be in a position to get a lap back under the old way if the leader slows down before getting back to the caution.
