The DMV folks are not involved with emissions inspections in my state. In order to get the emissions exemption for the old block you go through the Department of Environmental Quality. You'll have to swear under oath that the block is really the date you say it is, the inspectors know where to look for the date codes, and they can really tell the difference between an iron block and an aluminum block. It's a roll of the dice on whether you could get by with a nicely weathered Pond or Genesis. And I suppose we could at least come up with plausible deniability when the youngster from the Commonwealth's Attorney's office calls you up to clear up that "false swearing" thing that has just landed on his desk....
