Short answer is that in most cases, you can convince the DMV to issue you a temporary operating permit while you wait for January 2010 to roll around. If your car is running, you can drive it to the CHP to have the VIN certified/issued. Keep pushing the appt. out and keep asking for TOPs.
Agree with onefastmustang, if the DMV doesn't indicate that a brake and lamp inspection is required on your paperwork, then you won't need to do it.
