Bill, I don't have the same issue but I did see an easy solution. I saw a car at a show where the guy drilled a small hole at the end of the dip stick handle. Then slipped in a carb return spring (or even a smaller, less stiff one) and wound the opposite end around the base of an alternator bracket or somewhere else. Kept the stick in tension all the time.
