Kevin, good 'ol lacquer thinner should clean up/degrease the sidewalls without deteriorating the integrity of the rubber. Just pour a little on a rag and wipe...don't pour it on the tire directly. I would recommend mounting the tires first before painting. Go to an artist supply/crafts house and buy some wide, short-bristled brushes.

Then lay a blanket on the carpet in front of the TV, turn on an NCAA tournament game, and start painting one at a time. The Ranger paint needs at least 2 coats for good coverage.
