Karl,
My Everette-Morrison came in from Canada and I had problems. You need the MSO or a letter from the factory saying that the car was built in the USA, they will not go by the manufacturers ID plates. Brett Morrison was very nice about the letter but would not give me duplicate MSO. They will issue you a new AZ Vin number. The other option I believe is to get a bonded title (about $300.00) Good luck
