The easiest way is to click on the "forums" tab on the left top menu bar. Pick the the forum that you want to post in and you'll see "new thread" on the left side just above the existing list of threads.

Hmmphh, and I was told that you weren't allowed to post a new thread until you already had 3,000 posts.
