This appears to be the current ADR rule regarding wipers:
"24. WINDSCREEN WIPERS AND WASHERS
Every motor vehicle having a windscreen must be fitted with a powerdriven
windscreen wiping system. This provision does not apply to LA,
LB, LC, LD or unenclosed LEM vehicle categories.
Every motor vehicle having a windscreen wiping system must have a
windscreen washing system that can direct water on to the windscreen
within the area swept by the windscreen wiper.
The device or devices for operating the wipers and washer must be able
to be controlled by the driver in the normal driving position."

Sounds like you just have to have wipers you can operate from the drivers position. up to the engineer to decide if its effective I guess, but certainly no mention of percentage area swept or the like. As I keep telling my Year 7's....google is your friend
