John,
Don't go to that guy next time! I believe that once you have been failed by someone the info goes into the system. If you get a sticker from someone else the DMV guys give you a visit, figuring you are scaming the system. In 12 years I have never been questioned about my side pipes. At one point I had stainless pipes that got VERY hot. Even with heat shields they would burn flesh in a second. I used brazing rod to mock up a wire heat shield that went all the way to the tip. I took my mockup to a welder and had it made from stainless wire. Hose clamps held it in place. You could whip up something like that in no time. Some scraps of square tube should handle the bumper issue. Once you have the sticker it would be up to you if you take them off.

There are many inspection stations that understand these cars. They will preform a good safety inspection but overlook such things as bumper height. For example my defroster and wipers work but I have never had to prove it.
