Ray,
Did you build this Cobra? If you did not build it, how long have you had it?
If you bought it, maybe the previous owner had a problem with the fuel system and added the extra fuel pump to fix it at the time.

I believe you should only need one fuel pump.

As far as that bracket in the bottom of your tank, can you see in your tank to see if it was welded in place at one time or another.
