I had a situation like this in the past in OKC. The city ordinance says you can not have a vehicle parked on an unimproved surface. The day the code enforcement guy came to my house because one of my neighbors complained that i had an old VW bug in my backyard that i was tearing apart as a donor to build a sand rail. he gave me the notice and told me I had 10 days to remove it because it is not allowed. i told him it was on a 18' x 6' concrete pad aka IMPROVED surface. then his version of the rule changed and he said you aren't allowed to have ANY vehicles in your back yard. As he turned around to walk away he noticed that the truck I was putting a stereo in for a buddy had 2 tires in the grass so I didn't have to stand out in the 110 degree sun on the hot concrete. he turned and said it had to be moved. I said "Yes sir, sure thing!" he left and I moved the truck.... this time parking it so that all 4 wheels were in teh grass and the exhaust was rumbling right in said neighbors windows. Finished what i was doing and was done with it.
These sorts of things are usually at the complaint of a neighbor.
