Here's one example of how some of us achieve it.
In this case, I had the base machined so that the air horn that protrudes up from the carb is removed. This alone creates about 1" of clearance. Then you have to make provisions to clear most dual bowled carbs. Easy...drill two 1" holes and use valve cover PCV grommets to isolate the base plate and keep it from vibrating.
Now to get even MORE of a drop, you would need to have the billet base
wrap over the carb. This would get you another 1/2" or so before you start making contact with the throttle arm.
I always figured with the above modification, along with an additional 1/2", one could get a 2-3" air cleaner to fit under any Cobra hood. This is the end result:
