I'd be surprised if RMC didn't support you if you bought the kit and chased engineering information later. Presuming of course the evilbay car is an RMC.
I bought a second hand G-Force (also made in WA) which is a bit of an RMC clone, without engineering papers and was pleasantly surprised by the G-Force owner's support in sending me a copy of his standard report.
This helped me successfully through engineering.
Agree though that if you can get a signatory vehicle engineer on board first you will have access to advice on the correct up to date engineering requirements you need to meet.
