You'll never get 2" pipes out of small block header flanges and still be able to mount them due to header bolt clearance. And those will only work if you have someone who can form the flange tubes to fit the exhaust ports and leave room for the bolt heads to fit.
1 7/8" will be very tight, but will probably be your best bet for flow/horsepower as long as you use the rest of the recipe Kevin recommended above. I went through this before I built my headers with a couple engine builders and this seems to be the consensus for small blocks except for extreme flowing heads and big cubes on the aftermarket blocks.
