He'll just come back under a different name, and it's too much to ask for the moderators to constantly watch for his posts, delete them, ban IPs (which are probably dynamic anyway), guess his proxies, etc. The solution is to simply ignore the posts regardless of how inflammatory they may be. He will eventually tire of posting, but it usually gets worse before it gets better. But it does always get better.
