does your car have a steel cowl hoop that runs under the cowl from one side to the other and is it bolted to the frame or welded if bolted then check the bolts to make sure they are tight if welded the maybe you have a tire out of balance and you are getting a vibration from that or maybe you just need more braceing under the cowl where the windshield mounts........good luck
