It's exhaust tubing which is readily welded. Might have the welding shop add a reinforcing bracket to prevent it from snapping off again.

You'll have to paint it or coat it with something to keep it frome rusting more. May also want to look at how sidepipe is attached to frame. Need to have some rubber for flexibility there or it will break again
