Another factor in the equation with IR setups is intake runner volume including the whole tract from trumpet to intake valve.

Large cross sectional area favours high rpm, long runners favour low rpm.
It's about a happy medium that can still produce minimum port velocity for good low rpm torque and then flow enough air for the expected rpm band of the engine.
