So the guy was a minor adviser on an inconsequential paper published by a third-party think tank. Literally thousands of such papers are produced every year by hundreds of sources referencing hundreds of thousands of "participants." Onlly a handful of those papers ever get read at a policy level and their impact even then is questionable.
That's hardly equivalent to "advised [the] Obama transition." I think it's a lot more disturbing that the guy was retained, educated and trained by the US Army with the obvious red flags at regular intervals. And gosh, all under Commander Bush, too...
