Default Title Info - Atlanta Area

I'm considering buying/building a Unique cobra with a motor from Southern Automotive but I can't seem to find a clear answer for three issues: how do I title the car (Atlanta)- what emissions standards will I need to meet (if it is titled in the year built then I don't think Southern builds an engine that would pass) and - how to get it insured (limited mileage, etc...).
So far I've run into the section of the Motor Vehicle Manual entitled "kit vehicle" that says "the year model of this vehicle will be the year that the vehicle was built" and I've also checked on the web page for the Clean Air guys which says that the year of the chassis controls the emission requirements and not the year of the engine. Is there anyone who can give me the scoop on how to do this? I certainly don't want to end up with a car I can't drive on the street while at the same time I don't want to end up with problems "down the road" if I don't do it the right way up front. Any help would be greatly appreciated!

After dealing with a bunch of this BS personally here lately .. here's my advice.

Not sure how Unique does things .. but if it comes with a MSO showing it to be a "1965 whatever" .. then you won't have a problem. You can title it in Georgia as a "1965 whatever". Otherwise, if there's no MSO and you have to title it the year it was built, you will have to pass emissions in the 13 counties. The Clean Air Force guys understand it's a "kit car" and will require a 2 speed sniffer and sealed gas cap only. My car, with cats on it, failed the test. At idle and the gas cap. I went elsewhere for a tag.

Insurance .. easy-breezey. There's quite a few out there that cater to enthusiast driven vehicles. From what I see, 'agreed upon value" is the most common. Let's you state how much you want to insure the car for .. your limits .. etc. My insurance is costing $500 a year on agreed value of $35k . with a 5k a year mileage limit.
