Nice, but according to the SB-100 law he wouldn't be eligible for the numbers. It plainly states that no turn key cars nor cars built for resale can be titled under SB-100.
CVC Section 580: A Specially Constructed vehicle is a vehicle which is built for private use, not for resale, and is not constructed by a licenses manufacturer.
We had a guy here a few years ago that had a turn key Cobra built and he got a SB-100 number. About two months later they pulled his title and he sold the car out of state.
