Default Hearing for Ohio H.B. 199 postponed

I just received this email from SEMA. When I learn of a new hearing date I will re-post.
- Thanks

Committee Hearing on Pro-Hobbyist Street

Rod and Custom Vehicle Bill is CANCELED; Will be Rescheduled

A committee hearing on SEMA model legislation (H.B. 199) to create a vehicle registration and titling classification for street rods and custom vehicles and provide for special license plates for these vehicles has been canceled. The hearing on this bill will be rescheduled for the near future. We apologize for the inconvenience. As you are aware, H.B. 199 defines a street rod as an altered vehicle manufactured before 1949 and a custom as an altered vehicle at least 25 years old and manufactured after 1948. The bill allows kit cars and replica vehicles to be assigned a certificate of title bearing the same model year designation that the body of the vehicle was constructed to resemble.

You know..I thought about this bill and now am not sure if this is a good thing or not.

Last year, I was at quite a few car shows. At the one show, there was a guy there with a Factory 5 car. It was a really nice car. Had a complete drivetrain from a 2006 Mustang Cobra (or at least that is what he told me). Had a really nice interior also along with a stereo, A/C, and heater.

So why should this car get a title showing it was built to resemble an original? Besides the basic shape of the body, there isn't a thing on this car that resembles an original. I do not understand the reasoning behind it. So he can get special plates?

IMHO, what does it look like more, a 2006 cobra or a 65/66 cobra. I side with the latter. Another bid deal is if you ever decide to sell your cobra. If you sell to someone out of state, they may have emission regulations or a greater difficulty in getting title transfered. Buyers here in the states and definetly overseas would rather have a car titled as a 65/66. Not to mention any future emission regulations they may put us in a bind. Just my thoughts.

It sounds like a good bill to me. But so far as selling your car to anyone in another state, that would be good only if the other state will accept your states title. California won't. No matter what it is titled as in another state, here we have to go through the SB-100 process and it will be titled as the year that you buy it. Most states aren't like this one though.

Joy, have you registered one of these cars and been through the hassle necessary for it?

What do you mean registered? In Ohio, it really isn't a huge deal. It wouldn't matter what the title states as far as a year goes, the registration process would be the same.

As far as plates in Ohio are concerned, you just buy Collectors Plates. They are emissions exempt and you can get them for any car that is not considered generic. You just send a few pictures to the BMV, fill out a form, and you are good to go. If the car really is older than 25 years, then you get Historical Vehicle plates. You pay a one-time fee of $35 and you are good for as long as you own the car.

Personally, I think they should go by the year of the engine and body design. If the car resembles an old body style, and it has a 1972 engine, the make it say 1972 on the title.

It seems kind of out of place to have this guys F5 sitting next to maybe a continuation Cobra and both have the same year on the title. Except for the basic shape of the body, they aren't even close to being similar.
