There are a few federal (national) requirements but mostly inspection, approval, licensing and registration are up to the individual states. Some have very relaxed rules and require little more than payment of registration fees and a cursory inspection. Others are very difficult. Some, such as California, are very relaxed about the vehicle itself and don't enforce bumper, height, windshield and other regulations, but are very fussy and complex about paperwork and smog. Some states require a general vehicle inspection every year or two, and even a smog check although it's meaningless. California has no vehicle inspection program and - if you're lucky enough - you can get a permanent smog exemption. They only issue 500 per year so you have to get in line first thing at the start of the start of the year and hope you have everything in order.
An 84dB noise limit is probably a good thing, overall, but I don't think many US Cobras would meet it. Is that idling at a certain RPM or a drive-by test at a specific speed?
I'm sorry to say I don't know what you mean by "hk" - so I can't say if it applies here or not.
